Oxfam Breakdown Of Operations


This document is a fund request for Oxfam’s future operations in Brynania.
Thanks to generous contributions of international aid agencies such as the European Commission as well as the Agence Française de Developpement, Oxfam has been able to deliver 200,000 dollars worth of aid in Brynania since the end of the last month. Oxfam wants to double its capacity by the end of May, providing much more people with the emergency relief they are desperate for as well as delivering these supplies more equally.

Oxfam needs your funds to implement its new programs!

Mcgilldishu:  DUE TO THE CEASEFIRE COLLAPSE IN THE RECENT DAYS, THE SITUATION IN MCGILLDISHU HAS BECOME CRITICAL. REBELS HAVE BEEN UNDERTAKING DEADLY ATTACKS INJURING AND KILLING ARMED FORCES AND CIVILIANS ALIKE. THERE IS A VERY GREAT NEED FOR AN EXPANSION IN OUR ACTIVITIES IN MCGILLDISHU. 
Oxfam has updated its mandates to deal with this situation and needs your support to implement these new health emergency programs:

-       Medical emergency center: Build another medical emergency center which will be bigger and contain more staff. Staff will mobilize in dealing with emergency operations resulting from the armed exchanges going on in the city. 
-       Extra mobile health units: 2 extra mobile health units are needed and as well as expenses to cover the change of mandate of 2 of the 3 old mobile health units that will change to deal with this new sitatution of high violence in the area, providing urgent medical operations and aid.
-       Though Oxfam is committed to longer-term development and is keeping a mobile health unit to run outreach and vaccination programs, the organization is adjusting to current conditions and targetting needs pragmatically. Oxfam is a responsible organization, in order to have the most cost-effective programs we will be updating and adjusting our current infrastructures to these new needs.
-       Food and Water distribution center: still tens of thousands of people and children are suffering from hunger and manultrition. Oxfam needs support to continue distributing sanitation tablets and food high in nutriment.

Oxfam will need private and public financial support to adapt its current infrastructures and deal with the new return to hostilities in Brynania that is especially hitting Mcgilldishu. The organization has faced success so far and financial support will be used to provide a continous flow of aid through these same successful frameworks of action.
Oxfam needs US 60,000 to increase capacity and adapt its current infrastructures in Mcgilldishu.

This new situation has also made transportation extremely difficult. The French boat that was securing the delivery of aid has retreated to international waters and international organizations like Oxfam are left without resources and are dependent upon your support to deliver aid to populations in crisis.

Oxfam needs USD 30,000 to secure the safety and delivery of the international aid.

Camp 8: Conditions in camp 8 are quickly improving thanks to the presence of Oxfam. Money is needed for supporting initial programs:
-       Continuous delivering of temporary shelter (uber houses and tents) in this overcrowded camp
-       Patrol training to keep housing areas safe overnight. The training programs for patrolling have been a success and there is demand on the ground for more of these initiatives.
-       Emergency clinic and vaccination and outreach units
-       Oxfam needs USD 40,000 to continue running these operations.
New programs to be implemented in the camp: longer-term development programs
-       2 Middle Schools: middle-schools are needed right now in the camp and the education level constrained by the lack of infrastructure for upper-level education. The schools will gather boys and girls, and in its spirit of local empowerment, Oxfam will recruit local teachers and aids to run these programs. Some of the outreach workers that worked in the outreach units will be giving sessions about health within the school.  
-       2 Rehabilitation and Support Centre: Oxfam is aware of the trauma caused by this terrible conflict and wants to provide a space for help. A special emphasis will be put on providing services for women such as support groups focusing on their needs and rights. The centre will also contain educational and general ressources for people in the camp.
-       Especially with the recent outbreaks in urban centers, Oxfam needs to be supported. In order to implement these programs, Oxfam needs USD 140,000.

Oxfam needs UDS 180, 000 to continue its operations in Camp 8 and start its longer-term projects.

Future/Expanding activities: Oxfam has new objectivites for the up-coming month. Being a neutral organisation, Oxfam believes it must take heed of the information and warnings Zaharian groups have been sending the international community and provide more protection and relief to their populations equally.  Oxfam intends to initiate projects in Biku and Camp 9, both key strategic areas but neglected by from international aid. If Oxfam receives enough support, it could effectively provide emergency services such as food and water provision and medical services to more than 120,000 people. Given recent movements of IDPs within the country as well as the violence happening in Mcgilldishu right now, it is likely that these numbers swell, making the presence of Oxfam even more crucial.
Moreover, these deployments will show the international community’s good will to all parties of the conflict and will ease frustrations and work in the direction of peace.

Biku:  Operations that need to be funded:
- Addressing overcrowding: Oxfam will use the same framework of action that it had for Camp 8 and thus needs USD 45,000 to cover the Oxfam aid delivering infrastructure,  uber houses and temporary shelter costs, the establishment of safe areas and patrol training costs.
- 2 Distribution centers: We will be distributing bottled water and water sanitation tablets as well as basic food high in fiber, vitamins and fat. These supplies will be distributed equally by doing registration per family.
o   Since we are the ONLY PRESENCE on the ground, Oxfam will need US$60,000
-1 Emergency care clinic delivering emergency operations and over the counter medications. Oxfam medical staff will be overseeing these operations. 2 smaller outreach and vaccination units where basic supplies will be provided as well as information about health measures and sanitary practices. Oxfam will need USD 30,000 to establish those services.

Oxfam is the only NGO present in this area. It needs support. Oxfam is going to try to attract partners, share and coordinate efforts with other NGOs like ICRC, WFP and CARE.

In total, OXFAM needs 135,000 to cover all needs of Biku.

Camp 9: This is a government relocation camp for Zaharians. There has been a lot of instability in this camp that has had rippling negative consequences in the rest of faction relations in the country. Oxfam wants to address the priorities of the Zaharians and wants to provide basic relief in this camp that has been completely neglected by international aid and has seen atrocities.

- Huge emphasis on health, sanitation and hygiene: In the short term Oxfam will provide basic services like it has successfully in other sites such as Camp 8. To provide emergency clinics, health units, food and water distribution centers , it will need USD 100,000 .
- Sanitation project: Oxfam wants to take advantage of the Sainte Catherine’s River near the site to create local involvement. Local people will be involved into building community latrines at a safe distance from water storage and pumps. Maintainance of this site needs a local workforce—this will include fencing to keep animals away from sites and water contamination prevention. On top of involving local people, water sanitation will have hugely improved, with positive repercussions such as health. This will also allow Oxfam to save expense. This project would cost USD 25,000.

Oxfam needs USD 125,000 to run its hugely important operations in Camp 9.

Oxfam is appealing for a total sum of USD 530,000 to the international donor community. We are looking to build a healthy relationship with donor agencies interested in our emergency, Biku and Camp 9 as well as long-term development projects in Camp 8.

We believe that through these actions there is a distinct window of opportunity to ensure durable peace in Brynania.
